The selected firm will assist with placement and servicing of multiple lines of coverage, including marine, liability, property, workers’ compensation, and specialty coverages supporting port and vessel operations.

Public Notice: RFP – Grant Writing, Grant Administration and Funding Strategies

The Plaquemines Port Harbor & Terminal District, doing business as Louisiana Gateway Port, is seeking proposals from qualified firms and consultants to provide grant writing, grant administration, funding strategy development, and related project management services.

The selected consultant will support the Port Security Grant Program for fiscal years 2022–2026 and may assist with other federal, state, and non-governmental funding opportunities that advance the Port’s security, resilience, infrastructure, operational, and strategic priorities. RFP No. 2026-03.

Scope of Services

Services may include:

  • Conducting a grant management assessment, reviewing internal controls, and developing a Grant Management Standard Operating Procedure.
  • Developing funding strategies in collaboration with Port executive leadership.
  • Identifying grant opportunities and preparing competitive grant applications.
  • Managing grant schedules, deadlines, administrative deliverables, and project execution.
  • Providing grant administration and compliance support in accordance with 2 CFR Part 200.
  • Preparing reimbursement requests, reports, correspondence, procurement documents, and other required deliverables.
  • Coordinating with funding agencies, Port staff, project partners, and other stakeholders.
  • Supporting grant implementation, administration, and project closeout.

  • Addenda Issued No Later Than: August 5, 2026
  • Proposal Submission Deadline: August 7, 2026, at 4:00 p.m.

  • Desired Start Date: Upon contract execution
